Detailed Narrative Description of ProjectThe long-term objective underlying the TA was to promote sustained economic growth through regional cooperation among five Central Asian countries - Kazakhstan, Kyrgyz Republic, Tajikistan, Turkmenistan, and Uzbekistan - by eliminating technical and institutional bottlenecks and other barriers that constrain efficient operation and flow of natural gas, prevent energy trade, and impede rational use of the transmission system linking them. The objective of the TA was to assist the CARs to formulate a strategy to improve gas transmission, including policy, regulatory and institutional measures, and investment and action plans for implementing the strategy for promoting efficient gas trade in the region. The TA (i) reviewed present gas transmission arrangements for the supply of natural gas from Turkmenistan and Uzbekistan to Kyrgyz Republic, Kazakhstan, and Tajikistan, including an assessment of the natural gas reserves and the potential for gas trade; (ii) identified required regional, institutional, and contractual arrangements for operating the present and any expanded gas transmission system; (iii) assessed the general technical feasibility, and financial and economic viability of the various options for increasing natural gas supplies by pipelines from Turkmenistan and Uzbekistan to the Kyrgyz Republic, Kazakhstan, and Tajikistan including possible environmental and social impacts; (iv) assessed the economic costs and benefits of increased natural gas trade among the participating countries; and (v) determined investment requirements for increased natural gas production, processing and distribution. The TA also provided a platform for the five Central Asian Republics to exchange views on the envisaged increased gas supplies and discuss the findings of the consultants during implementation.
Detailed Narrative Description of Services provided- Research and review of relevant energy supply, consumption, trade, commercial, contractual and technical data, for each country of the Central Asian Republics and the Region as a whole, and discussions with concerned agencies to ensure their usefulness and coherence;
- Review and comments on announced public and private sector investments in natural gas;
- Assistance in selecting and procuring the equipment intended for the Executing Agencies under the terms of reference.
