Detailed Narrative Description of Project

The overall objective of the project was as follows: to contribute to the Central Asian countries programs towards improving the competitiveness and productivity of national economics as well as the capacity for sustainable development in the region. The main purpose was to provide the services required to ensure smooth progress on the implementation of the EU CA Education Platform, supporting its objectives and activities as agreed between the EU and the Central Asian partners.

The «EU and Central Asia: Strategy for a new Partnership» provides the framework for a closer strategic co-operation and further development in the political dialogue between the European Union and Central Asia countries. In this regards, the Central Asia Education Platform – a key pillar of the European Education Initiative for Central Asia – should serve to enhance co-operation between the European Union and Central Asia, as well as regional co-operation between the countries of Central Asia, in order to strength education reforms in the region. It will also better co-ordinate all donors’ actions in the education sector while enhancing ownership by Central Asian countries.

The implementation of CAEP will be conducted in partnership with the Central Asia countries under the form of a structured dialogue in the order to ensure that proposed priorities and undertaken action are line with the national and regional priorities and interests.

In order to promote policy dialogue for assisting the implementation of institutional reforms in the education fields in CA countries, the Consultant’s expert team will liaise with project experts in other EU and Member States education projects, as well as with partner organizations in Europe and stakeholders in Central Asia.

The services provided by Consultant contributed to the following programme results areas:

2- Quality of mutual multy-country learning improved

3- Experience, lessons learned, best/good practices shared

4- Evidence-based policy approach initiated

5- People-to-people exchange and mutual understanding enhanced

6- Support to the sector approaches  enhanced

7- Support to local stakeholders to better implement reform programmes at all institutional levels improved

8- Capacity of policy makers through analysis and learning enhanced.
