Detailed Narrative Description of Project

This program proposition enclosed the modules “Health Systems Development” and “HIV/AIDS – and drug prevention” and describes these modules’ interaction with the contributions made by CIM and InWent, as well as the bilateral support offered through KfW, Germany’s principal Financial Cooperation body. HIV remains largely limited to risk groups, but the danger of propagation to the general population is real. The use of intravenous drugs with contaminated syringes remains to be the main channel for HIV transmission in Central Asia. In spite of intensive efforts over the past years such as training measures and investments, it was almost not possible at all to improve the quality of healthcare services. Considerate deficits arise with regards to the implementation of healthcare reform programmes at the regional and district level. The population of the Central Asian Republics Kyrgyzstan, Tajikistan and Uzbekistan, and particularly the poor population groups, are therefore scarcely protected against health risks, in particular in connection with pregnancy and child birth, emergencies, HIV/AIDS.

Detailed Narrative Description of Services provided
  • Quarterly feedback to the GTZ program management team (PMT) (M&E results, procedural analysis including suggestions for the optimisation of processes, recommendations of possible strategic issues) and written documentation of the M&E contents
  • Weekly meeting with the overall TL of the GTZ program in Bishkek
  • Annual M&E reports are to be submitted before annual progress reports are due
  • Immediate written feedback to the GTZ PMT when critical development take place
  • Annual adjustment of project results chains
